President of Ukraine Victor Yushchenko calls on Oblast leaders to work out a joint plan of actions by the end of 2009, because the government “is busy with politics”.

According to an UNIAN correspondent, he said this at a session with Oblast governors, chiefs of the Kyiv and Sevastopol City State Administrations, and the chairman of the Crimean Council of Ministers.

According to the President, it is necessary to work out a plan of actions stipulating, in particular, paying off arrears on salaries, to stop the total non-fulfillment of social programs by the government, and to unblock development programs, which were blocked by the Cabinet of Ministers.

Governors and local authorities should become key figures in organizing the daily life in the country, Victor Yushchenko noted.

“You should understand that the government went into politics, and the parliament has never dropped it”, the President pointed out.

“To expect a Ukrainian breakthrough from the parliament – it’s empty words about rules of the game. Having such guides as these political forces, which currently represent the power in Ukraine, it is impossible to wage a concentrated, strong, national policy in parliament”, the President noted.
