"Rapid deterioration in the financial and economic situation in the country has forced the government in its capacity to provide for the public's health needs at the expense of budget funds. Given this, legislative regulation for obligatory state social health insurance is an urgent and important task," an explanatory memorandum stated.

In addition, the insurance program will apply to all citizens, including non-working pensioners, disabled people, students and children under 16. Legal relations between insurants, insurers, insured persons and health institutions will be regulated on a contractual basis.

The explanatory memorandum stipulates that medical care will be provided by health care institutions at the expense of funds accumulated in the compulsory state social health insurance system, which should promote competition among medical institutions.
