"While declaring their will to implement the Minsk agreements, the command of the Russian-occupation forces are enhancing combat capabilities of the 1st and 2nd Army Corps of the Center of Territorial Troops of the Southern Military District," the report says.

The intelligence says that the offensive combat training indicates that the enemy does not abandon plans to expand the controlled areas and uses a "truce" to prepare for the resumption of the armed conflict.
