"Another fact of Russian war crimes in Syria has been established," reads the report. "On January 16, as a result of air strikes of the Russian aircraft on civilian targets in the city of Raqqa, more than 40 civilians were killed."

"This information is confirmed by the monitoring group of the Syrian Observatory for Human Rights," the report says.

It is noted that on January 19, the armed forces of Syrian President Bashar al-Assad supported by the Russian Air Force continued offensive operations in the provinces of Daraa and Homs.
