Ukrainian MP Natalia Novak claims that Kyiv Mayor Vitaliy Klitschko has prepared an appeal to the Constitutional Court regarding the combination of posts of Kyiv mayor and chairman of the Kyiv City State Administration (KCSA).

"The Kyiv mayor has prepared an appeal to the Constitutional Court so that it once again provides its interpretation of the law: whether Kyiv mayor is the same person who shall be in charge of the Kyiv City State Administration or not," Novak said at a meeting of the subcommittee on interaction with civil society of the Verkhovna Rada Committee on preventing and combating corruption on August 15.

Novak believes it is necessary to amend the legislation in order to separate powers of a mayor and a KCSA head, who should be given the functions of "prefect".

"All resources should be managed by Kyiv residents, that is the territorial community represented by the Kyiv mayor elected by them, and the city council," she added.

As UNIAN reported earlier, Head of Ukrainian President Volodymyr Zelensky's presidential administration Andriy Bohdan sent a letter to Minister of the Cabinet, Oleksandr Saenko, with a request to submit a motion to dismiss Vitaliy Klitschko as head of Kyiv City State Administration.

Deputy Head of the Office of the President of Ukraine Ruslan Riaboshapka said: "In accordance with the Law of Ukraine 'On local state administrations,' the heads of the local state administrations are designated by the president of Ukraine upon submission of the Cabinet of Ministers of Ukraine for the term of the cadence of president of Ukraine."

He recalled that Klitschko had been appointed by the former president of Ukraine as the head of Kyiv City State Administration in June 2014.

"Accordingly, the prime minister must fulfill a requirement of the law and make a submission on the dismissal of the head of Kyiv City State Administration," Riaboshapka said. According to him, Prime Minister Volodymyr Groysman submitted a motion to dismiss all heads of local state administrations, except for the head of Kyiv City State Administration.

On August 14, Groysman's press secretary Vasyl Riabchuk said that the current composition of the Cabinet of Ministers of Ukraine would not consider the issue of Klitschko's dismissal from the post of chairman of the Kyiv City State Administration. The President's Office later announced that the new government would consider the issue.

In turn, Klitschko says he considers actions to dismiss him from the post of KSCA chairman unconstitutional.
