The OSCE's Special Monitoring Mission in Ukraine in their report said their monitors had recorded a number of heavy weapons, banned by the Minsk Agreements, in the area of Luhansk region controlled by Russian-led forces.

As the SMM continued to monitor the withdrawal of weapons in implementation of the Minsk Memorandum, the Package of Measures and its Addendum on the withdrawal of tanks armed with weapons with the caliber below 100 mm, the observers spotted violations of withdrawal lines in non-government-controlled areas.

On July 31, an SMM "long-range UAV spotted seven multiple launch rocket systems (MLRS) (BM-21) in a training area near Miusynsk (62km south-west of Luhansk)."

Besides, UAV spotted "11 tanks (types undetermined), eight self-propelled howitzers (2S1 Gvozdika, 122mm), 13 towed howitzers (D-30 Lyagushka, 122mm) and a surface-to-air missile system (9K35 Strela-10)", also in the training area near Miusynsk.

Besides, the SMM noted indications of military and military-type presence in the security zone.

An SMM long-range UAV spotted two armoured combat vehicles (ACV) (types undetermined) near Kalmiuske (formerly Komsomolske, 42km south-east of Donetsk) and an ACV near Petrivske.
