The agreement, which came into force on February 8, 1995, was denounced by Ukraine earlier, on November 8, 2017.

As was reported, in 2014, Ukraine ceased exports of military and dual-use goods to Russia because of Russian aggression in the east of Ukraine and the annexation of Ukraine's Crimea.

In 2015, Ukraine's Cabinet of Ministers terminated a 1993 intergovernmental agreement on military-technical cooperation with Russia, as well as denounced a 1993 agreement with the Russian government on industrial, scientific and technical cooperation between defense enterprises.

In 2017, the Cabinet severed intergovernmental agreements with Russia on cooperation in exports of military products to third countries (dated 2003) and on preserving the profile of enterprises and organizations involved in the production of military goods (dated 2000).
