Ukraine loses to Russia in WTO dispute for the first time – media

Arbitration of the World Trade Organization (WTO) has recognized the violations committed by Ukraine during an anti-dumping investigation on ammonium nitrate originating from Russia.

"The text of the decision has already been prepared. It is expected that it will be announced in the near future," the Ukrainian media outlet Europeiska Pravda wrote on May 18.

The WTO has already sent the provisional text of the decision to the Ukrainian side. However, the parties are prohibited from commenting on the case before the official publication, which is expected in the coming weeks, the edition said referring to its sources in the government.

"The WTO demands that the violatins be eliminated. This means that we have to conduct a new anti-dumping investigation, without stopping the effect of protective duties. It may happen that after a new investigation, taking into account the WTO comments, it will be possible to prove the fact of dumping by Russia," a source told the publication.

As was earlier reported, anti-dumping duties on ammonium nitrate originating from Russia were introduced in 2014. The duties are valid until July 2019.

In turn, Russia appealed the Ukrainian decision immediately after the introduction of the first restrictions, that is, more than two years ago. An expert group on case DS 493 Ukraine – Anti-Dumping Measures on Ammonium Nitrate was created in March 2016.
