European Commission introduces tariff quotas for 23 types of metal products, incl. 11 from Ukraine

Ukraine's Economic Development and Trade Ministry says the European Commission has decided to impose preliminary protective measures within an investigation into metal products, introducing tariff quotas for imports of 23 types of such produce for 200 days from July 19.

"Tariff quotas will be applied on the basis of the 'first come, first served' principle. After the quotas are used, a duty of 25% will be applied to the next deliveries," the ministry's press service said on July 19.

According to the ministry, 11 types of Ukrainian metal products are subject to the protective measures, while 17 types of the country's metal produce under investigation are not capped by the protective measures.

The economy ministry and Ukrainian producers uphold their position that Ukraine is a developing country and shall not be subject to any safeguard measures applied by the EU party (as stipulated in Article 43 of the EU-Ukraine Association Agreement). In accordance with the provisions of WTO agreements, Ukrainian imports with a share of less than 3% in total imports of goods to the EU should be excluded from such measures.

As UNIAN reported earlier, the special protective investigation that the EU started with regard to metallurgical products irrespective of the country of origin was initiated in response to the U.S. protective measures, which redirected shipments from the U.S. market to the EU.

On March 8, U.S. President Donald Trump signed acts to introduce import duties on steel at a rate of 25% and on aluminum at 10%.
