Ukraine approves FS for completion of Khmelnytsky NPP's two units worth UAH 72 bln

The Cabinet of Ministers has approved a feasibility study for the completion of power units 3 and 4 of Khmelnytsky Nuclear Power Station worth UAH 72.4 billion (in prices as of May 5, 2017).

The relevant decision was made at a government meeting on July 11.

The move requires further finalization by the Ministry of Energy and Coal Industry together with the National Nuclear Energy Generating Company Energoatom and the Ministry of Economic Development and Trade of provisions allowing the introduction of reactors at said power units, other than those made in Russia.

It is noted that Skoda JS (Czech Republic), which, according to the feasibility study, will supply reactors for the said power units, is part of the United Heavy Machinery, a large Russia-based international heavy industry and manufacturing conglomerate.

According to the feasibility study seen by UNIAN, after the denunciation of the agreement with Russia on the completion of said power units, the only option ensuring construction completion in the shortest possible time at minimum cost is the use of the VVER-1000 reactor produced by Skoda JS (Czech Republic).

A Turboatom-made turbine is to be installed at the two power units, as well as a generator made by Electrotyazhmash (both Kharkiv-based enterprises).

The installed electrical capacity of the two power units will be 2.094 GW and that of two turbogenerators will be 2.200 GW.

Thus, operation is possible of two power units at a 2.200 GW capacity.

The annual electricity production of the two power units is 16.226 billion kWh.

The total cost of the completion of the two power units is UAH 72.4 billion (in prices as of May 5, 2017), including the cost of equipment worth UAH 46.3 billion. It is indicated this is not the final cost.

Up to 10% of the total cost of completion is allocated for the needs of a 30 km monitoring zone.

The construction period is 84 months from the commencement of work, while power unit 3 will be commissioned approximately in 2025.

Power unit 3 is 75% ready, and only 28% of power unit No. 4 facilities have been built.

It is also indicated the first loading of Westinghouse nuclear fuel is possible.
