Poroshenko vetoes bill on "single window" at customs

The president says certain provisions of the draft law could not be supported.

Ukrainian President Petro Poroshenko has sent a bill on the so-called "single window" system at the customs back to parliament with his proposals.

The bill on amendments to the Customs Code of Ukraine and some other laws of Ukraine on ensuring the functioning of the 'single window' system and liberalization of control procedures for the movement of goods across the customs border of Ukraine provides, among other things, for state support to farmers purchasing wagons for grain transportation.

The president acknowledges that the draft law submitted for his signature is extremely important and he supports the need to introduce the "single window" system and optimize control procedures for moving goods across Ukraine's customs border, according to the presidential website.

At the same time, the president noted that certain provisions of the draft law could not be supported.

The bill amends the laws of Ukraine "On Stimulating the Development of Domestic Machinery for the Agro-Industrial Complex" and "On State Support for Agriculture in Ukraine," according to which special wagons for the transportation of grain are attributed to machinery and equipment in the agro-industrial sector whose purchase is subsidized by the state.

Poroshenko noted that the Budget Code of Ukraine stipulates that in 2017-2021 the annual state budget funds allocated for to state support of agricultural producers account for at least 1% of agriculture output. At the same time, agricultural commodity producers use 20% of such support to purchase agricultural machinery and equipment from domestic producers.

The president noted that the state support of agricultural producers should guarantee the development of agricultural production with strengthening of its material and technical base. At the same time, the effectiveness of such support requires an equitable distribution of limited budget resources in accordance with the objective needs of agricultural producers to achieve maximum results.

According to the president, farms whose production does not require the purchase of special wagons for grain transportation account for 75% of the total number of agricultural enterprises. Consequently, the state support offered by the draft law for partial reimbursement of the cost of purchasing special wagons for grain does not ensure the achievement of social and economic goals of the state support for agricultural producers.

As UNIAN reported earlier, the Cabinet in February approved a program to support the agricultural sector, which provides for UAH 6.3 billion in subsidies, including UAH 4 billion for livestock. The funds were allocated to compensate for the costs of agricultural machinery, as well as for farming and gardening.
