Ukraine introducing effective mechanism for farmland use

The Verkhovna Rada, Ukraine's parliament, adopted the relevant bill on July 10.

Ukrainian President Petro Poroshenko on August 19 signed the law to amend certain legislative acts of Ukraine to resolve the issue of collective ownership of land, enhancing the rules of land use, preventing illegal seizures of agrarian assets, and stimulating irrigation, the move which will create an effective mechanism for the use of agricultural land

The Verkhovna Rada adopted the relevant bill on July 10.

The legislation will also set up necessary conditions for preventing raids and stimulating irrigation of land in Ukraine, according to the presidential website.

The law determines particularities of using and disposing of plots located on large areas of agricultural land, as well as forest shelterbelts limiting such areas.

In particular, the document provides for the right of owners, land users of agricultural land intended for conducting a personal agricultural and farm holding and located in the large areas, to use them for commodity agricultural production without changing the target purpose of such land plots.

It also establishes the right of owners of land plots of all forms of property located in the areas of agricultural lands to exchange such land plots.

The law also specifies particularities of disposal of land and the use of land plots left in collective ownership after the distribution of land between owners of land shares.

In particular, the land of collective agricultural enterprises whose activities are terminated (except for land plots in private ownership) shall be transferred to municipal ownership of a local community.
