The prime minister notes that this is only the beginning of the budget process.
The Cabinet of Ministers of Ukraine at its emergency meeting on Friday approved and forwarded to the Verkhovna Rada a draft state budget for 2019.
"This is just the beginning of the budgetary process," Prime Minister Volodymyr Groysman said, according to an UNIAN correspondent.
"As always, we submit it to the Ukrainian parliament in time. We'll work with committees and factions to make the budget realistic," Groysman went on to say. "You can't inflate a budget that is not backed by money."

"Otherwise, it could lead to crises that, unfortunately, already occurred in Ukraine," the prime minister said ahead of the vote.
The corresponding decision to adopt the budget and submit it to the Verkhovna Rada was taken unanimously.
