Law on "single window" at customs comes into force in Ukraine Oct 4

Radiological control, which was carried out by environmentalists, has been removed at the customs.

Law on the introduction of a "single window" system at the customs (No. 2530-VIII) came into force in Ukraine on October 4.

The document was published in the parliamentary gazette, Holos Ukrainy, on Wednesday and, in accordance with the provisions of the law, it comes into force on the day following the day of publication.

The new legislation simplifies procedures for customs clearance of goods. The state bodies that issued permits for customs clearance are now obliged to submit them in electronic form to the state information system "Single window of international trade." This is about phytosanitary, veterinarian, ecology, radiological, and other control agencies. In turn, fiscal authorities shall not require from the declarants permits in paper form if, in accordance with the law, they must be submitted into the "single window" system.

In addition, radiological control has been removed from customs checkpoints. Representatives of the relevant agency will be invited only if border guards' devices show excess radiation levels.

Thus, only customs officers and border guards will remain at the customs checkpoints. They will pre-inspect goods and decide within two hours whether to clear them or invite certain experts. Experts shall arrive immediately and also decide within two hours whether to clear the goods, prohibit the crossing, or appoint inspection/sampling/additional processing.

The data on any decisions taken regarding the goods are put into the "single window" information system.

According to the law, an automated risk management system is an integral single automated information system of the authorities of revenues and fees. It should exclude uncontrollability and varied approaches to determining the customs value of goods.

When temporarily exporting cultural property from Ukraine, it will be necessary to provide documents confirming the right to export.

At the same time, it is expected to establish higher salaries for programmers of the special division of the State Fiscal Service, calculated as of 2018: the leading specialist will get UAH 35,000, the chief specialist will have UAH 38,700, the deputy head will get UAH 42,000, and the head of division will have UAH 44,000.

The document implements into Ukrainian legislation a part of the NCTS Transit Convention provisions.
