According to Law of Ukraine "On the Electric Energy Market," two different companies will provide energy services to households in Ukraine starting January 1, 2019, namely the distribution system operator and the electricity supplier company.
The distribution system operator will be exclusively engaged in the distribution of electricity and the operation of power grids. At the same time, the electricity supplier company will be responsible for electricity supplies to consumers, as well as charging payments and their settlement. So, customers will have to sign two contracts: on distribution services and on electricity supplies.
For example, distribution services in Kyiv will be provided by DTEK Kyiv Power Grids, while Kyiv Energy Services will supply electricity, according to the DTEK's press service.

It is noted that the distribution system operator shall be liable for the quality of power supplies and setting up or replacing power meters. The company will also be responsible for operating and repairing transmission lines, connecting and disconnecting consumers' equipment, as well as the installation of electricity metering devices.
However, the universal service provider will settle issues related to charges and cost calculations, payment terms, and correctness of electricity payments. It will also provide customers with additional services, for example, on energy efficiency.
