Ukrainians to pay higher taxes on parcels from abroad

Ukrainians will pay higher taxes on parcels from abroad after amendments to the Tax Code of Ukraine came into force on January 1, 2019.

The Verkhovna Rada, Ukraine's parliament, on November 23, 2018, passed the relevant amendments to the legislation, clarifying the administration procedure and raising the rates of a number of taxes and fees for balancing the national budget. Ukrainian President Petro Poroshenko enacted the relevant law on December 10.

According to the new legislation, parcels from abroad worth over EUR 150 each are subject to 20% value added tax (VAT) from January 1 to June 30, 2019.

This refers to goods delivered via international postal and express services, the total invoice value of which exceeds the equivalent of EUR 150 for one recipient (legal entity, private entrepreneur or an individual) in one dispatch from one sender.

The situation will change on July 1, 2019, as parcels worth over EUR100 each will be taxed, which will continue until December 31, 2020.

When calculating the cost of a parcel, the official forex rate set by the National Bank of Ukraine (NBU) at 00:00 on the day of submitting a customs declaration or determining tax obligations will be applicable.

As UNIAN reported earlier, the Verkhovna Rada cancelled the so-called "three tax-free parcels" rule, which would allow one person to receive as many as three international parcels a month without paying excise and other taxes, as postal operators would be unable to administer such a procedure.

Earlier, Ukraine's Finance Ministry together with the State Fiscal Service wanted to introduce taxation of international parcels imported into Ukraine if their value exceeded EUR 22. However, the initiative was once again rejected by the Finance Ministry because of the public's "fierce criticism," despite the fact that lobbyists referred to the EU rules where parcels whose value is higher than EUR 22 are subject to taxation.
