Naftogaz announces possible issues with transition to new gas market

The reason lies in the failure of regional gas distrbution companies to submit necessary data to the information platform.

NJSC Naftogaz of Ukraine sees big risks in launching daily gas balancing from March 1 due to the failure of gas distribution companies to submit consumption indicators into the information platform that is ready for launch.

"In a week, Ukraine will switch to daily gas market balancing. This is about an increase in liquidity and narrowing possibilities for theft. Naftogaz is ready for transition; we have done all work on our part. At the same time, regional gas distribution companies still fail to submit 16% of the necessary data into the information platform," Naftogaz CEO Andriy Kobolyev wrote on Facebook.

According to him, this creates great risks for the launch of daily balancing, since the National for Energy and Utilities Regulation Commission has not yet punished regional gas distribution companies for actions that led to the breakdown of the transition to the new system in late 2018.

"There are still big problems with the filling of the information platform, since regional gas distribution companies fail to submit all the necessary data. The weighted average submission rate is 84% as of February," he said.

Kobolyev noted that, for example, Lubnygaz did not provide any data at all, while Cherkasygaz provided half of the required volume.

He stressed the Naftogaz group had properly prepared for working in conditions of daily balancing, an information platform was launched, as well as training was organized for market participants, which received positive feedback from market players.

UNIAN memo. GTS balancing services is part of Ukrtransgaz's functions aimed at ensuring stable and predictable operations of the entire system. As part of its efforts, the operator collects applications from producers and distribution companies, as well as consumers, on gas volumes produced, transported, and consumed. Based on the data, a forecast is made for the GTS operation (balance). In case of deviations of the actual indicators from the forecast (non-balance), the GTS operator eliminates it. For example, if necessary, the operator can withdraw gas from underground storage facilities. After performing such operations (system balancing services), Ukrtransgaz issues an invoice to the company, which caused the non-balance, for services provided.
