At the same time, the total number of entrepreneurs over the period under review fell by 8%, or 164,000, to 1.8 million people, the report said.

The Ukrainian Social Policy Ministry has drafted a bill on strict control over the use of entrepreneurs instead of full-fledged employees, which is said to primarily affect the IT sphere as the most active business attracting entrepreneurs.

As UNIAN reported earlier, the ministry proposed tough limitations on the use of individuals and private entrepreneurs instead of full-fledged employees. The bill promulgated by the ministry sets seven criteria, and the presence of three of them or more gives grounds for the authorities to consider contract relationship as employment and use punitive measures against the employer.

Ukrainian Prime Minister Volodymyr Groysman promised to hold a broad debate on the ministry's bill with the involvement of experts and relevant associations.

Ukrainian President Petro Poroshenko also announced his plans to take part in the discussion.
