The first phase began on January 1, 2019, for those citizens who will apply for granting subsidies with a new package of documents. The second stage is envisaged for citizens who are entitled to subsidies for non-heating season of 2019. The full transition to the monetized subsidies payments is expected at the third stage.

Ukraine's Cabinet of Ministers in February reduced the maximum allowed period of overdue debts for utility services, when assigning subsidies to households, to one month.
