Before July 1, 2019, Ukraine is to develop a general concept of rail tariff setting.
From March 30, 2019, tariffs for freight rail transportation within Ukraine borders rose 14.2%, according to Andriy Riazantsev, chief of economics and finance at Ukrzaliznytsia JSC.
Ukrzaliznytsia press service says the company has already opened a special investment account, where the funds from tariff indexation will be accumulated. The next step should be the introduction of automatic indexation of tariffs for rail freight shipping.
“The most important thing is that today there are no longer any questions about the feasibility of introducing automatic tariff indexation. It remains only to decide on how fast it will be done, since Ukrzaliznytsya will have developed the general tariff setting system before July 1, 2019, as discussed at the meeting in the State Regulatory Service of Ukraine, together with market participants and government agencies, to eliminate all the shortcomings of the existing system as a gap in the cost of transportation of goods, empty mileage. It will be supplemented by the necessary elements of automatic indexation," said Riazantsev.
He added that for its part, Ukrzaliznytsia has already offered market participants regular quarterly indexation that will accompany actual changes in the producer price index of industrial products.
“The market is studying the materials provided by Ukrzaliznytsya, and by July 1, these proposals should have been included in the general concept of tariffs for railway transport, which will meet the needs of the industry and the economic situation in the country,” Riazantsev said.
According to the official, Ukrzaliznytsia also proposes to introduce into the tariff an investment component.
As UNIAN reported, Ukrzaliznytsia CEO Yevhen Kravtsov said the company intended to review the prices for freight transportation on a quarterly basis.
