Rada could adopt law on public-private partnership in 1H 2019 – Kubiv

In April, the parliamentary committee will hold hearings on the bill in question.

First Deputy Prime Minister, Minister of Economic Development and Trade of Ukraine Stepan Kubiv expressed confidence that the Verkhovna Rada could as early as in the first half of 2019 adopt in second reading and as a whole the bill on public-private partnership.

“In April there will be a Rada Committee hearing on the second reading on public-private partnership. I believe we will vote it as early as in the first half of this year,” Kubiv told a Kyiv press conference Monday, April 8.

As UNIAN reported earlier, last year the Verkhovna Rada of Ukraine passed in the first reading draft law No. 8125 “On concession”, providing for the possibility of applying concession in any economy sphere and introducing a transparent procedure for selecting concessionaires.

The bill provides for a clear distinction between the regulation of concession and other forms of public-private partnership, a single procedure for initiating and deciding on the implementation of public-private partnership.

A public–private partnership is a cooperative arrangement between two or more public and private sectors, typically of a long-term nature. PPPs are best seen as a special kind of contract involved in infrastructure provision, such as the building and equipping of schools, hospitals, transport systems, water and sewerage systems.
