The adoption of the document would reduce the number of customs formalities.
The Verkhovna Rada, Ukraine's parliament, has passed a bill common transit regime in the first reading, which will allow Ukraine to apply European transit rules and use a single customs declaration, which will speed up and cheapen the transportation of goods.
The draft law was backed on April 25 by 234 from the 342 MPs registered in the session hall, with the required minimum being 226 votes.

Presenting the bill to MPs, Deputy Finance Minister Serhiy Verlanov said that the adoption of the document would reduce the number of customs formalities required to control the transit of goods.
In turn, the Ukrainian customs will be receiving preliminary information on cargos from other countries' customs even before they cross the Ukrainian border. This will allow analyzing operations in terms of their riskiness.
According to Verlanov, the document is designed to implement the provisions of the Convention on a Common Transit Procedure and the Convention on Facilitation of Trade in Goods.
"Today, the Convention on the Common Transit Procedure represents 35 countries of the European region that have implemented uniform transit rules for all goods using a common IT product. Businesses can use a single customs declaration to move goods without delay across all borders of countries participating in the convention. The state [Ukraine] will receive an online exchange of customs information with all 35 countries, which make the work of the risk analysis system more efficient," the official said.

Joining the common transit system will speed up and improve customs procedures for goods crossing the border between Ukraine and the EU member states, reduce the cost of cross-border trade in goods with European countries, create conditions for national companies to enter European markets, and more effectively counteract customs fraud attempts.
