Ukraine sees US$33.75 mln budget deficit in Jan-April

The deficit was covered by government borrowing, which in January-April amounted to UAH 158.5 billion ($5.9 billion).

The deficit of Ukraine's national budget in January-April 2019 was estimated at UAH 0.9 billion, or US$33.75 million, of the approved annual figure at UAH 90 billion ($3.3 billion).

The deficit was covered by government borrowing, which in January-April amounted to UAH 158.5 billion ($5.9 billion), according to a report by the Ukrainian Finance Ministry.

It is noted that the national budget received UAH 132.2 billion ($4.9 billion) from the placement of government bonds, including UAH 91 billion ($3.4 billion), $1.5 billion and EUR 38.7 million.

In addition, funds were received from the second tranche of a EUR 529 million loan guaranteed by the World Bank and from the additional placement of government bonds worth $350 million.

Privatization receipts amounted to UAH 184 million ($6.8 million), which accounted for 3% of the budget targets.

Payments on public debt in January-April amounted to almost UAH 126.9 billion ($4.7 billion), while maintenance costs were about UAH 39 billion (1.4 billion).

The Finance Ministry recalled the state budget revenues in January-April amounted to UAH 322.6 billion ($12.1 billion), or 95.7% of the revised planned figure.

Among the reasons for falling short of income targets, the Ministry of Finance named low VAT receipts, strengthening the hryvnia exchange rate against the dollar, import volumes lower than expected and approval of the standard for the distribution of profits of state enterprises only on April 26.

As of May 2, the amount of funds on the Single Treasury Account amounted to UAH 36.85 billion ($1.3 billion), and there are funds in the currency accounts of the State Treasury in the equivalent of UAH 53.8 billion ($2.01 billion).

"The Ministry of Finance is fully ready for the planned passage of the peak debt burden in May," the report says.

As UNIAN reported earlier, the deficit of Ukraine's national budget in the first quarter of 2019 (Q1) was estimated at UAH 25.3 billion, or US$938 million, which was by 23%, or UAH 4.7 billion ($174 million), up year-over-year (y-o-y).

The national budget of Ukraine for 2019 set a target of UAH 1.026 trillion ($38 billion) in total revenue and UAH 1.112 trillion ($41 billion) in expenditures. The budget deficit was capped at UAH 89.989 billion ($3.3 billion).
