Justice Ministry: Ukrainians to obtain legal documents via Internet from April

Starting from April the issuing of basic legal documents for entrepreneurs, as well as documents on ownership, will be performed via the Internet with the help of a service launched by the Ministry of Justice, according to the statement of Justice Minister Pavlo Petrenko, Ukrainian newspaper Ukrainska Pravda has reported.

Petrenko said that the service will be available on the Web site of the ministry, where all relevant documents can be downloaded and payments for services can be made.

Petrenko noted that similar services have been launched in Georgia and in EU countries.

According to him, last year there were more than a million requests from citizens regarding various certificates and other documents.

Petrenko also said that starting from April notaries will have the right to register lease contracts for agricultural land. According to him, this is expected to facilitate the situation for farmers, who previously had to deal with re-registration procedures in the state agencies.

The minister added that Easy Business organization has conducted an audit with regard to these initiatives, with the results to be reflected in the international rankings of Ukraine.

In the issue of business registration, Ukraine expects to improve its score in the rating from 76th place to 12th; with regard to property registration – to advance from 59th to 35th); with regard to insolvency issues - from 142nd place to 108th); and with regard to contracts enforcement - from 43rd to 27th place.

In the overall Doing Business ranking, Ukraine may be placed the 79th, up from 96th, based on these indicators.

Last year Ukraine was placed for the first time among the top 100 countries in the Doing Business rating.

Petrenko said that the improvement by one rating point means the attraction on average of $600 million in investments to the country.
