Seals are required for tracking goods to avoid their shipment to Russia.
Russian President Vladimir Putin has amended his decree to allow transit transportation of Ukrainian goods by road and by rail via Russia only with seals on vehicles and goods, using the GLONASS (Global Navigation Satellite System) technology (a GPS analogue).

The amendments are related to the transit of Ukrainian goods to third countries through Russia's territory, in particular, to the countries of Central Asia, the Ukrainian media outlet European Pravda reported on June 24, referring to Russia's legal information portal.
The Russian government was instructed to approve the list of checkpoints for transit across the state border, the transportation procedure, requirements for GLONASS seals, the procedure for issuing registration coupons, as well as to ensure the creation and operation of the relevant control system.
Drivers must have registration coupons, which will be canceled if the seal use procedure is violated.
Seals are required for tracking goods so that they are not shipped to Russia.
The relevant amendments were made to Putin's decree on special economic measures in connection with Ukraine's "unfriendly actions" towards Russia's citizens and legal entities (dated October 2018) in response to Ukraine's enlarged list of Russian goods banned for imports.
Russia then banned the entire transit of goods produced in Ukraine through its territory to other countries. The new decree comes into force on July 1.
In early April, the World Trade Organization (WTO) did not recognize Russia's restriction of Ukrainian goods transit to the countries of Central Asia as a violation.
