Revenues to local budgets increase by a quarter

Revenues from personal income tax have grown by 12.1% to UAH 6.768 billion, and land fees by 16.8% to UAH 2.006 billion, according to a posting made on Wednesday on the Web site of Ukraine’s Finance Ministry.

In January-February 2015, the general fund of local budgets, excluding transfers, received UAH 12.952 billion, up by 24.5%, or by UAH 2.548 billion compared to the same period last year (without taking into consideration those territories not under the control of the Ukrainian authorities).

In addition, UAH 21.2 million was received from real estate tax for the period, and UAH 541.5 million from excise taxes.

It is also reported that as of March 1, 2015, local budgets had received UAH 23.494 billion in transfers, or 92.6% of the planned allocations for the period.

Earlier, the Finance Ministry reported that the revenues of the state budget of Ukraine in January-February 2015 had been received in full, excluding transfers from the National Bank of Ukraine.

As UNIAN reported earlier, the Verkhovna Rada of Ukraine adopted at second reading the Law of Ukraine "On Amendments to the Budget Code," which envisages fiscal decentralization. In 2015, the government has been taking its first steps towards decentralization of power. Changes to the Budget Code will be the basis for a new system of intergovernmental relations, according to which the government grants greater powers to local budgets, but at the same time enhances their accountability for budget expenditures.

In particular, the government transfers to local budgets 10% of corporate income tax administration, 100% of state fees, 100% payments for the provision of administrative services, 80% of the environmental tax and excise taxes, and 25% of the mineral tax, property tax, tax on utilities revenues, and other local taxes.
