Special duties on goods imported from Russia, which will be levied independently of other fees, came into force in Ukraine on August 1.
The Cabinet of Ministers of Ukraine adopted the relevant decision on May 15, as reported by Deutsche Welle's Ukrainian service.
According to the Ministry of Economic Development and Trade, duties have been imposed on almost all Russian goods. The only exceptions shall relate to sensitive imports, such as coal, coke, gasoline, liquefied natural gas and pharmaceutical products.
However, by its July decision, the government additionally introduced special duties on diesel fuel supplied by pipelines, as well as on a number of types of liquefied gas.
These fees will also be charged from August 1 and raised from October 1. In particular, the special duty on liquefied gas from August 1 will be 3.75%, to increase to 4% from October. Additional charges on diesel fuel are set at 1.75% from August 1 and 3% from October.

According to Minister of Economic Development and Trade of Ukraine Stepan Kubiv, the amount of special duty paid will be sent to the state budget's special fund and used to finance import substitution measures. It is planned the additional revenue from said special duties in the second half of 2019 will amount to about UAH 3.7 billion (US$147.29 million).
As UNIAN reported earlier, analysts believe the introduction by Ukraine of special duties on Russian diesel fuel and liquefied natural gas will not affect end consumers at gas stations. The ultimate price will largely depend on currency fluctuations, and since the situation on the Ukrainian foreign exchange market is showing positive dynamics, consumers should not expect higher prices.
