Russia not in talks with Ukraine on restructuring $3 bln debt

No talks on restructuring Ukraine’s $3 billion debt to Russia are being held and Moscow expects Kyiv to pay off the bond issue at the end of this year, Russian news agency TASS has reported, quoting Russian Deputy Finance Minister Sergei Storchak.

Russia's position on this issue has not changed, Storchak said, adding: "A the moment there are no negotiations [on possible debt restructuring]."

As UNIAN reported earlier, on April 4, 2015, the Cabinet of Ministers of Ukraine approved on a proposed list from the Ministry of Finance of debts that should be restructured.

The restructuring aims to implement the program of the International Monetary Fund, which provides for relief of about $15 billion of Ukraine's total external debt.

The ratio of national debt to GDP must not exceed the level of 71% until 2020, and debt financing budget - no more than 10% of GDP.

The restructuring will affect foreign debts incurred before February 28, 2014, and will include a part of the external debt of Ukraine, publicly guaranteed external debt and quasi-debt (Eurobonds of state-owned banks, Ukrainian railway administration Ukrzaliznytsia, and the city of Kyiv).

Negotiations with creditors are planned to be completed by May 2015, when the IMF will carry out its first audit.
