Ukraine's regional development ministry plans to create developer's e-office

The ministry also plans to implement the idea of an open and transparent review of permits to reduce unreasonable refusals.

Deputy Minister of Regional Development, Construction and Housing and Utility Services of Ukraine Lev Partskhaladze says the ministry plans to launch developer's electronic office to overcome corruption risks in the construction sector.

In particular, the largest corruption risks in the industry today exist when issuing permits of Ukraine's State Architectural and Construction Inspection (SACI), the government's press service reported on August 22, citing Partskhaladze.

"Therefore, it is necessary, first of all, to launch an effective electronic office for property developers. This will make it possible to quickly and conveniently obtain construction permits," the press service quoted Partskhaladze as saying.

In addition, the ministry plans to implement the idea of an open and transparent review of permits to reduce unreasonable refusals.

"For example, a customer submits documents, gets a refusal and does not realize why, what is the problem, and what needs to be worked on. Therefore, it's necessary to implement the principles of transparency of the commission, which operates under the SACI," the official said.

According to Partskhaladze, this can be achieved via online broadcasting of meetings, videos in the public domain posted on the website, as well as through the personal presence of customers at the commission's meetings.

"If there are any comments, then [the customer] can appeal, and gets a protocol notice at the end of the meeting. By introducing this practice, we will reduce unreasonable refusals to zero," he summed up.

As UNIAN reported, in November 2018, the Ministry of Regional Development, Construction and Housing and Utility Services announced the idea of creating an electronic office for property developers connected to all necessary registries, which would minimize officials participation in licensing procedures. The next innovation had to be the involvement of local authorities and public inspectors in work with the Transparent SACI system.

The State Architectural and Construction Inspection has been registering all construction permits via Transparent SACI since November 1, 2018.
