Zelensky enacts law on common transit with EU

The work on acceding to the Convention does not end on the adoption of the law since the accession to the Convention is non-standard for the applicant countries.

Ukrainian President Volodymyr Zelensky has enacted the law on common transit of goods via Ukraine's customs territory and the introduction of the national electronic transit system, which will allow Ukraine to apply European transit rules and use a single customs declaration, which will speed up and cheapen the shipping of goods.

The law introduces in the Ukrainian legislation the provisions of the Convention on the General Transit Procedures, which unites 35 countries of the European region, which have introduced common rules for all parties to declare and control the transit of goods using a common IT product (New Computerized Transit System (NCTS)). This makes it possible to establish the exchange of customs information using electronic messages in real time and increase the efficiency of using the risk analysis system, according to the press service of the Ministry of Finance of Ukraine.

"The accession to the Convention will allow Ukraine to introduce the exchange of customs data with 35 countries in real time, receive information on the movement of goods in transit, introduce special transit simplifications, and use a single customs declaration to move goods from the country of departure to the country of destination via third countries within the contractual parties to the Convention according to common rules," the ministry said.

It is also emphasized the work on acceding to the Convention does not end on the adoption of this law since the accession to the Convention is non-standard for the applicant countries.

In particular, it is first necessary to introduce and use the provisions of the Convention and the relevant IT product in the territory of Ukraine for at least one year, after which Ukraine will be able to receive an official invitation to join the Convention.

As UNIAN reported earlier, the Verkhovna Rada, Ukraine's parliament, on September 12 passed the bill on common transit of goods via Ukraine's customs territory and the introduction of the national electronic transit system, which will allow Ukraine to apply European transit rules and use a single customs declaration, which will speed up and cheapen the shipping of goods.

Draft law No. 1082 was registered in the Verkhovna Rada on August 29. Ukrainian President Volodymyr Zelensky identified it as one of the urgent ones.
