Ukraine's central bank optimistic about new cooperation program with IMF

First Governor of the National Bank of Ukraine (NBU) Kateryna Rozhkova is optimistic about a new cooperation program with the International Monetary Fund (IMF) and says that the new memorandum of cooperation will include all the conditions that have not been met by Ukraine during the previous programs.

"The memorandum with the IMF will certainly contain a block of PrivatBank and other banks withdrawn from the market," the NBU's press service quoted Rozhkova as saying.

The NBU said it had raised the subject of litigation involving the country's No. 1 bank at a meeting with the president and prime minister, explaining that court rulings in favor of the former owners create a very negative information background for the bank.

"After the first decision on [PrivatBank's] nationalization, we saw clear outflows of customer funds – they were not critical in general but very unpleasant to the bank," the NBU said.

As UNIAN reported, a recent IMF assessment mission worked in Kyiv from September 12 to September 26. According to the results of the mission's work, the IMF said that the discussion of a new three-year program for Ukraine would continue in the coming weeks.

The NBU estimated the potential volume of the new program at US$5 billion – US$10 billion and hoped for the disbursement of the first two billion dollars by the end of the year.

According to estimates of experts interviewed by UNIAN, Ukraine will seek a new Extended Fund Facility (EFF) program worth about US$10 billion for a period of two to four years.

PrivatBank (Dnipro) has been operating in the Ukrainian market since 1992 and is the largest bank in terms of assets. The bank has been in state ownership since December 2016.

On October 8, Kyiv's Commercial Court again postponed consideration of a claim filed by ex-shareholders of PrivatBank Ihor Kolomoisky and Triantal Investments Ltd. on invalidation of the contract of the sale of PrivatBank's shares during its nationalization in 2016.
