The first one will provide agricultural producers with access to banks, while the other will let them take out loans at reduced interest rates.
Ukrainian Minister of Economic Development, Trade and Agriculture Tymofiy Mylovanov says two state support programs for the agro-industrial complex may be launched in Ukraine next year.

The first one will provide agricultural producers with access to banks, while the other will let them take out loans at reduced interest rates.
"At least there will potentially be two programs. The first one refers to interest [rate] refunds. The rate will simply be lower. Part of the interest rate will be compensated by the state and taxpayers, that is, by the entire state," he told a briefing in Kyiv on October 22.
According to Mylovanov, the other way of support could be a so-called partial guarantee fund, which will be created to let agricultural producers who have worked in the shadows for a long time or have not worked at all have access to bank assets.
"Taxes are not an end in itself, they are just the result. We need the economy to exist. I am for the economic development. Therefore, such people need to be supported. Banks will be afraid of lending money to them. To this end, a fund will be created that will guarantee, the same way an insurance company does, that if a person, a farmer ... doesn't return money, he is insured and it is compensated from that fund," the minister said.
Thus, there will be two programs in the country next year: One will provide access to banks, while the other will refund interest rates, he said.
According to Mylovanov, there are also options for granting a deferral to agricultural producers who want to buy state-owned farmland, as well as providing grants.
