Land reform: PM Honcharuk allows for compromise on land purchase by foreigners

Prime Minister of Ukraine Oleksiy Honcharuk allows for a compromise on a controversial issue of land purchase by foreigners following the launch of the land market.

Foreign nationals could be able to acquire land plots via local firms, thus circumventing the ban proposed in alternative parliamentary bills on the land market, he told UNIAN in a comment.

"The Committee supported the version of the bill put forward by deputies. This means that some postponement for foreigners will be provided in any case. I think that we will eventually find a solution – perhaps foreigners will negotiate with our local law firms, find another form of communication," he said.

Honcharuk noted that the government-proposed land market bill did not envisage such restrictions.

At the same time, there are many other proposals coming from deputies, which, in particular, offer to allow land sales to foreigners gradually.

"It seems to me that further discussion lays ahead," he said.

As UNIAN reported earlier, on September 26, the Cabinet of Ministers of Ukraine submitted to the Verkhovna Rada a bill "On Amending Certain Legislative Acts of Ukraine Concerning Farmland Turnover", which allows the purchase of land by foreigners after they set up a Ukraine-registered legal entity.

On October 18, the Verkhovna Rada Committee on Agrarian and Land Policy recommended that the parliament adopt an alternative bill that does not allow legal entities whose ultimate beneficiaries are foreigners to buy land before January 1, 2024.
