Under decentralization, local budgets get 40% more funds, says finance ministry

The common local budgets fund received UAH 28.8 billion, excluding transfers, in January-April 2015, which is UAH 8.3 billion or 40.2% more than the same period last year (under comparable conditions, excluding areas not controlled by the Ukrainian authorities), the Ministry of Finance of Ukraine has reported on its Web site.

According to the ministry’s data, personal income tax revenues rose by 15.1% to UAH 15 billion, and land fees by 25.4%, to UAH 4.371 billion. Revenues from payments of real estate tax amounted to UAH 232.6 million for the period, and from excise tax UAH 1.823 billion.

It is also reported that as of April 1, 2015, local budgets received UAH 40.050 billion of transfers, accounting for 92.8% of the planned allocations for this period.

As UNIAN reported earlier, in January-March 2015 the common local budgets fund received, excluding transfers, UAH 21 billion, which is UAH 5.5 billion or 35.4% more on a year-over-year basis (under comparable conditions and excluding areas not controlled by the Ukrainian authorities).

As part of changes to the Budget Code in force since the beginning of this year, Ukraine has introduced a new system of intergovernmental relations, under which the government grants more resources to local budgets, while increasing at the same time their responsibility for the efficiency of funds expenditure.

In particular, local governments administer 10% of corporate income tax revenues, 100% of state duty, 100% of payments for the provision of administrative services, 80% of the environmental tax and excise tax, and 25% of payments for mineral wealth, property tax, single tax, utility companies income tax, local taxes and other taxes.
