Poroshenko approves agreement with EIB on $200 mln loan for restoration of Donbas

Ukrainian President Petro Poroshenko has signed law No. 346-VIII "On ratification of the financing agreement between Ukraine and the European Investment Bank (Project "Emergency credit program for restoration of Ukraine")" the president’s press office reported on Tuesday.

According to the financial agreement, the EIB will provide Ukraine a loan of EUR 200 million for implementing a number of measures during 2015-2020 to overcome the negative effects of events in the eastern regions of Ukraine, including meeting the needs of internally displaced persons, and the restoration of important infrastructure in Donetsk and Luhansk regions that is under the control of the Ukrainian state.

The loan will be made available in tranches of EUR 15 million to EUR 40 million. The focus will be placed on rebuilding infrastructure and improving the provision of public utilities (centralized water supply and drainage, electricity supply, central heating), repair of roads, railways, bridges, and the repair of damaged office buildings, as well as social infrastructure.

The project also provides for implementation of a number of infrastructure projects in Zaporizhzhia, Dnipropetrovsk and Kharkiv regions, and the creation of conditions for the return of displaced persons to their former places of residence.

The financial agreement was signed on December 22, 2014 in Kyiv by Ukrainian Prime Minister Arseniy Yatseniuk and Vice-President of the European Investment Bank László Baranyay.

Earlier, UNIAN reported that the head of the Donetsk military-civilian administration, Olexander Kikhtenko, told reporters that restoration needs with regard to cities and villages of Donetsk region affected by the war unleashed by pro-Russian separatists would amount to at least UAH 3.5 billion.
