Ukraine's PM Honcharuk instructs Finance Minister to block non-guaranteed spending – media

The savings will allow the national budget to reach the deficit target.

Ukrainian Prime Minister Oleksiy Honcharuk has instructed Ukraine's Finance Minister Oksana Markarova to block until the end of the year the spending that is not the guaranteed one, namely expenses on development, repairs, and construction.

"This is to ensure a temporary, until the end of the year, termination of payments by the [State] Treasury [Service of Ukraine] and registration of the budgetary commitment on expenditure and the provision of loans from the national budget's general fund (except for protected budget spending)," reads the government's document, available to the Ukrainian Ekonomichna Pravda news outlet.

Such savings will allow the budget to reach the planned deficit, according to the document.

Noteworthy, Ukraine's Cabinet of Ministers on December 18 decided to make unscheduled borrowings in the amount of up to UAH 10 billion (US$427.9 million) before the end of 2019.

As UNIAN reported earlier, the national budget of Ukraine in November 2019 received UAH 88.831 billion (US$3.8 billion) in revenue, which was 8.6% below the target.

In January-November, the national budget received UAH 899.746 billion (US$38.5 billion) in revenue, which was 5.9% below the plan for the said period.
