The Verkhovna Rada, Ukraine's parliament, has passed bill No. 2288 to additionally amend the Customs Code of Ukraine to exempt car owners from liability until December 31, 2019, for violations of customs regulations when importing vehicles with foreign registration plates.
The document, which was considered in the second reading and as a whole, was backed by 285 MPs with at least 226 votes required, an UNIAN correspondent reported on December 19.
While introducing the bill, Deputy Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Oleksandr Kovalchuk said the law of Ukraine, which temporarily, until December 31, 2019, inclusively, exempts from liability persons responsible for compliance with the conditions (requirements) of the customs regimes of temporary import or transit in respect of personal vehicles, entered into force on September 22, 2019.
"The purpose of the law was to postpone enhanced sanctions for violation of customs regulations when importing vehicles with foreign registration plates into Ukraine's customs territory in the customs regime of temporary import and moving them through the territory in the customs transit regime. But this goal was not fully achieved. In this regard, it was required to introduce additional amendments to the Customs Code of Ukraine," he said.
When drafting the bill for the second reading, parliamentarians received 16 amendments, while 11 of them were taken into account, Kovalchuk added.
As UNIAN reported earlier, the Verkhovna Rada on November 25, 2018, passed a bill to amended Articles Nos 469, 470. and 481 of the Customs Code of Ukraine to increase liability for exceeding the terms of transit and temporary import of cars with foreign registration plates and transferring them for use by third parties.
On December 5, a new bill passed its first reading to additionally amend the Customs Code of Ukraine to release car owners from liability until December 31, 2019, for violations of customs regulations when importing vehicles with foreign registration plates.
