Cabinet submits to Rada list of SOEs not subject to sale

On January 15, 2020, the Cabinet of Ministers approved an updated list of enterprises that are not subject to sale.

The Cabinet of Ministers of Ukraine has submitted to the Verkhovna Rada, Ukraine's parliament, bill No. 2831 "On the list of objects of state property not subject to privatization."

The bill was submitted on February 3, according to the parliament's website.

Neither the text nor the explanatory note to the bill has been published yet.

As UNIAN reported earlier, on January 15, 2020, the Cabinet of Ministers approved an updated list of enterprises that are not subject to sale.

The lists includes enterprises ensuring the country's energy independence and defense capability, as well as natural monopolies and facilities that are critically important to public.

In particular, this refers to National Joint-Stock Company Naftogaz of Ukraine, PJSC Magistralni Gazoprovody Ukrainy (MGU/"Trunk Gas Pipelines of Ukraine"), Ukrtransgaz, Ukraine's largest natural gas producer Ukrgazvydobuvannya, Chornomornaftogaz, the national operator of Ukraine's crude oil transport system Ukrtransnafta, State Joint Stock Holding Company Artem, PJSC Ukrposhta (Ukraine's state-owned postal services provider), and the Ukrainian national railways company PJSC Ukrzaliznytsia.

The company's corporate rights stake belonging to the state must be at least 50% plus one share. The state shall fully own corporate rights of such enterprises as Ukraine's national nuclear energy generating company Energoatom, the state-owned energy generating company Ukrhydroenergo, the operator of the Ukrainian integrated power grids Ukrenergo, and the manufacturer of freight and passenger aircraft, state-owned Antonov.

Earlier, on October 2, 2019, the Verkhovna Rada passed a bill to abolish the list of enterprises that are not subject to sale.

The Cabinet of Ministers was tasked to prepare within three months an updated list of state-owned assets banned for sale.
