New law lets Ukrainians sell electricity from private solar and wind power installations

The Verkhovna Rada, Ukraine’s parliament, on Thursday adopted a law allowing private households equipped with solar and wind power generating units to sell surplus electricity on the energy market.

The law "On introducing changes to certain laws of Ukraine regarding competitive conditions for the production of electricity" determines that the power of such plants should not exceed 30 kW and the price of electricity will be established by the National Commission for state regulation of energy and public utilities. The law allows such electricity to be sold without a license.

The law also envisages about a halving in the tariff for solar power installations with a capacity of over 10 MW.

"This bill will enable to save UAH 1 billion in the energy market until the end of the year... It restores justice," the Minister of Energy and Coal Industry of Ukraine Volodymyr Demchyshyn said in the course of the document consideration.

The law also cancels the "local content" rule and introduces a stimulating index to be applied to the "green tariff." If the company uses 30% Ukrainian equipment during the construction of power plants, there is a 5% surcharge to the tariff, and 10% to the tariff if the share of Ukrainian equipment is 50%.

The law also eliminates the regulation according to which the National Commission for state regulation of energy and public utilities has to provide funds for investment projects of regional power distribution companies to connect renewable energy power plants to the electricity grid.

As UNIAN reported earlier, according to the State Statistics Service, electricity production by wind and solar power plants in Ukraine increased by 3.1%, to 500 million kW/h in January-April 2015 compared to the same period last year.
