Minister of the Cabinet of Ministers of Ukraine Dmytro Dubilet has announced that all ministries will start purchasing fuel, paper, stationery, and office equipment in a centralized manner from March 2020, which will accumulate savings and minimize corruption.
"We've launched an important reform that would make public procurement more transparent and efficient. Starting this month, all ministries will make purchases of fuel, paper, stationery, and office equipment centrally," he wrote on Facebook on March 2.
According to Dubilet, this will make the procurement procedure more effective, fewer, but more competent, people will be involved in purchases, with this area being in their major focus.

In addition, those making procurement decisions will be passing lie detector tests periodically. The official says the use of a lie detector is an effective tool against kickbacks, according to his experience in business.
"Government bodies will act as a 'united front' in talks with contractors. Therefore, the national budget will save more on large-scale purchases," the minister said, adding that it is planned to transfer almost all procurement procedures under supervision of a single center by the end of the year, as well as involve in the project not only ministries, but also other executive bodies.
"The practice of centralized procurement is common in large corporations. Centralization, on a nationwide scale, should also lead to a better procurement procedure. There will be more savings in the budget and corruption will reduce as well," the minister added.
As UNIAN reported earlier, Dubilet had announced the cancellation of most of the reports that were regularly submitted to regional administrations since 70% of regular reports turned out to be unnecessary.
