Ukraine's Cabinet liquidates SACI, launches urban development reform

The Cabinet of Ministers of Ukraine has liquidated the State Architectural and Construction Inspection (SACI) and launched an urban development reform.

The relevant decisions were made at an external government meeting on March 13, an UNIAN correspondent reports.

"This [the SACI] is a corruption 'tick,'" Ukrainian Prime Minister Denys Shmyhal said, commenting on the Cabinet's move.

According to the official, three public services will be created instead of the SACI: the State Urban Development Service, which will serve as the registry; the State Agency for Technical Regulation (parameters, State Building Codes/SBC, and Eurocodes), as well as the State Urban Development Inspectorate, which will supervise construction projects.

The new agencies will start operating in full by late September 2020.

According to Shmyhal, following the Cabinet's decision, it is required to amend the legislation and develop a system to transfer the operation of new structures into electronic format.

The official added it was also planned to launch an electronic developer's office for facilities with CC2 and CC3 consequences classes. In addition, the development of a new facility-oriented building activity registry has started.

As UNIAN reported, Ukrainian President Volodymyr Zelensky and Prime Minister Shmyhal earlier announced the need to eliminate the SACI.
