Ukrainian Parliament passes law to support taxpayers amid national quarantine

Employees put in isolation will be paid 50% of their average salary, regardless of their contribution period.

Chairman of the Committee on Finance, Tax and Customs Policy Danylo Hetmantsev says the draft law passed by the Verkhovna Rada to support taxpayers amid the coronavirus spread in Ukraine provides for sick leave payments from the Social Insurance Fund for persons placed on self-isolation.

"If someone is on self-isolation, they shall be paid 50% of their average salary at the expense of the Social Insurance Fund, regardless of the contribution period," he told a briefing on March 17.

The law document improves the norm on sick leave, including for persons who are placed on home isolation, the official says.

Hetmantsev also noted that the draft law envisages the non-application of penalties under tax legislation from March 1 to May 31, a moratorium on field inspections until May 31, and extending the deadline for filing tax returns for individuals until July 1.

In addition, legislation defers payment of land and commercial real estate tax, as well as exempts individual entrepreneurs from payment of single social security tax until April 30. The introduction of fiscalization is also postponed for three months.

The document also temporarily exempts borrowers from consumer credit penalties.

As UNIAN reported earlier, the Verkhovna Rada at an extraordinary meeting on March 17 decided to relax the tax legislation requirements to support taxpayers amid efforts to combat the spread of coronavirus in Ukraine.
