Ukraine's energy watchdog approves regulations for distribution of interstate intersection capacity

Access to an intersection may be obtained by purchasing a lot at an auction, whereas it may be done without bidding in certain cases.

Ukraine's National Energy and Utilities Regulatory Commission (NEURC) has approved rules for restriction management and regulations for the distribution of interstate intersection capacity.

The rules that govern the distribution of interstate section capacity for exports and imports of electricity provide for the operation of an auction office, whose functions will be performed by the state-owned operator of Ukraine's integrated power grids, Ukrenergo, according to the document which was adopted at a meeting of the regulator on April 3.

Access to an intersection may be obtained by purchasing a lot at an auction, whereas it will be possible to get it without bidding in certain cases.

It is noted that a decrease in transmission capacity is possible only in the case of emergency repairs of power lines, force majeure or at the request of a neighboring transmission system operator. If the capacity decreases, the auction office must notify market participants during the working day, as well as reimburse market participants who are subject to such restrictions.

As UNIAN reported earlier, Ukraine's Cabinet of Ministers on March 18 imposed a special duty at 65% on imports of electricity and coal, except anthracite and coking coal, from Russia, effective April 1, 2020.

According to the operator of the Ukrainian integrated power grids Ukrenergo, the share of imported electricity in the country's power grids was 3.9% in February 2020.
