Parliament speaker comments on progress of legislative changes required by IMF

Some 16,000 amendments have been submitted to the bill on banking regulation, an absolute record for Ukraine.

Chairman of the Verkhovna Rada, Ukraine's parliament, Dmytro Razumkov has elaborated on when parliament could complete consideration a bill on banking regulation, required for further cooperation with the IMF.

The official held a briefing, following a meeting with leaders of factions and groups, as well as government representatives, an UNIAN correspondent reported on April 10.

 When asked about the terms for consideration of the draft law on banking regulation, the speaker said: "This is an anti-record of the Ukrainian parliament. This has never happened before. We have never received 16,000 amendments [to the bill]. I believe this is aimed at blocking parliament's work. It may take more than six months given the coronavirus [quarantine] to consider all amendments. The parliament won't go this way as we realize all challenges that the Verkhovna Rada is facing."

"As of today, the relevant table has not yet been formed. Some 16,000 amendments – you can't even imagine what it's like. If we are talking about the bill on farmland market, there were 4,018 amendments – a whole pile of paper. If we take the number of tables to the so-called banking bill, this is a pile nearly my height," he said.

Razumkov added that the relevant committee  is yet to prepare revisions, create a table, consider the amendments, and decide which ones shall be taken into account.

"Only after that may the document be considered in the session hall... It is difficult to say how long it will take," Razumkov summed up, adding that hopes it would take "little time."
