State Fiscal Service: No "exodus" of importers from Odesa customs

State Fiscal Service of Ukraine (SFS) published the data on the actual situation with customs clearance of cargoes in the Odesa, Kherson and Kyiv customs, refuting allegations by Odesa governor Mikheil Saakashvili of reshuffling cargo flows.

The press service of the SFS published data proving that since June 2015 the Kherson Customs office has been clearing imported goods of only seven subjects of FEA (foreign economic activity) registered in Odesa, indicating no redistribution of trade turnover between Odesa and Kherson customs in favor of the latter.

The statement says that these FEA subjects reported 4,520 tons of goods with a total customs value of UAH 55.9 million, paying UAH 17.9 million in taxes. At the same time, 85% of the taxes was paid by a company engaged in the import of goods through Kherson customs since 2012.

At the same time, the average customs value of taxable imports in Kherson Customs has increased to UAH 11.6 per kilogram, up by 33% compared with July and up by 3% compared with June.

Dynamics of customs clearance Kiev customs goods entering the customs territory of Ukraine in containers, from May to August 2015 is as follows: May - 842 (841- crossing the customs border of Ukraine in the zone of Odesa customs), June - 694 (688), July - 771 ( 745), in August (as of August 27) - 716 (692). Thus, no "exodus" of importers from the Odessa Customs has been observed.

Published data refute the statement by the head of the Odessa regional administration Mikheil Saakashvili alleging intentional actions of SFS officials on reshuffling cargo flows from Odesa Customs to Kyiv and Kherson customs offices, where imported goods were supposedly cleared at reduced rates. The above statistics show stable operation of regional customs authorities and increased revenue to the state budget of Ukraine.

On Friday, August 28, SFS has announced a competition for the post of head of the Odessa customs. Statements from the candidates are accepted until September 11, 2015 inclusive. Officials from the Odessa regional administration and also representatives of local community  will be involved in selection of candidates.
