Kremlin to classify public procurement of law enforcement agencies

The Russian government and the Kremlin have supported the idea of the United Russia party to classify public procurement of law enforcement agencies, but the Accounting Chamber against it, according to Russian information agency RBC.

The Russian government has sent to the Duma a positive feedback on the bill allowing law enforcement agencies not to publish information on public procurement, which is held for the implementation of operative activity.

In order to relieve the problems of security forces, MPs offer not to openly publish the orders of goods and services, necessary for operative activity. In addition, these services are proposed to be included among those which may be ordered from a single supplier without competitive procedures. The products from the order will be freed from a mandatory independent examination: the purchases are unique, and no one has sufficient specialization to evaluate them, according to MPs.

The Accounting Chamber opposed the bill. There are no objective criteria of the goods, which can be defined as "acquired for the implementation of operative activity," according to a written statement by the agency signed by its head Tatyana Golikova.

In general, the proposed system could lead to an abuse and inefficient use of budgetary funds, the document says.
