Fiscal Service pledges to return UAH 19.5 bln in delayed VAT refunds

Head of Ukraine's State Fiscal Service Roman Nasirov says that his agency reimbursed UAH 45.5 billion in value-added tax (VAT) to taxpayers January through September 2015, and another UAH 19.5 billion in delayed VAT refunds will be paid by the end of the year.

"In the nine months, taxpayers received UAH 45.5 billion in VAT refunds, including UAH 25.5 billion in the automatic mode. About UAH 19.5 billion more will be reimbursed by the end of the year," he said at a briefing on Wednesday.

The State Fiscal Service doesn't rule out that VAT refunds could be securitized and the so-called VAT bonds could be issued to the sum of VAT due to be reimbursed.

"My position is that the refunds should be in the form of money. If not possible, or there is a lack of funds, that remaining sum is better to be reimbursed, even as VAT bonds. And this option is being considered by the Finance Ministry of Ukraine," he added.
