Ukraine may request WTO adjudication if consultations with Russia fail

Two months after Ukraine filed a dispute at the World Trade Organization (WTO) against Russia over imports of railway equipment, the complainant may request adjudication by a panel if consultations have failed to resolve the dispute, according to an official announcement on the WTO's website.

"The request for consultations formally initiates a dispute in the WTO. Consultations give the parties an opportunity to discuss the matter and to find a satisfactory solution without proceeding further with litigation. After 60 days, if consultations have failed to resolve the dispute, the complainant may request adjudication by a panel," the WTO said.

Ukraine notified the WTO Secretariat on October 21, 2015, that it had initiated WTO dispute proceedings against Russia regarding measures affecting the importation of railway equipment and parts into Russia.

It was the first of a series of planned claims against Russia to be lodged with the WTO, according to Deputy Economic Development and Trade Minister and Ukraine Trade Representative Natalia Mykolska.
