The Ministry of Economic Development and Trade of Ukraine has published a draft law on electronic public procurement, which provides for the total transition to the electronic system of public procurement in 2017.
At this, the bill applies to the public procurement, which amount exceeds UAH 50,000, but not higher than the maximum amount set by the Cabinet of Ministers of Ukraine.
The draft law provides for the procurement procedure held via open competitive bidding and non-competitive negotiation procedures.
The first type of the procedure will be applied when the purchased item does not require further consultation.
The second type will be applied when the customer purchases various goods and services, and the specific choice can be made only after consultation with the bidders.
At the same time, both procedures will be carried out through the electronic system of public procurement.

If the bill is adopted, it will come into force on January 1, 2016, for all bodies of executive power, and for the whole system of public procurement – from January 1, 2017.
As UNIAN reported earlier, the Economic Development Ministry expects that the draft law on electronic public procurement will be adopted in December, providing for a phased transition to an electronic system starting from January 1, 2016.
The Prozorro system of electronic public procurement is said to have contributed to saving over UAH 300 million of budget funds.
The Prozorro system was set up on the initiative of public organizations, commercial platforms, public authorities and entrepreneurs. The project is aimed at ensuring transparent and efficient spending of public funds and preventing corruption with the help of public control, as well as expansion of the number of suppliers.
