Ukrainian President Petro Poroshenko says that the 2016 national budget will be based on a new Tax Code, and a three-year moratorium on tax amendments will be introduced after tax reform is over.
"I hope very much that a compromise [over the tax reform] will be found," the president said in an interview with Ukrainian TV channels on Sunday.
He said he would do his best to ensure that the tax compromise could be reached and he "is ready to table tax amendments in parliament as priority ones and ensure the adoption of the budget on the new tax base."
"It is necessary for the tax base to be built on medium-term planning. We should simultaneously have a program of tax changes for three years and a moratorium on tax amendments that would guarantee stability of the tax climate for entrepreneurs and investors. As this is one of the key components of the investment climate together with the independent judicial system, the fight against corruption," he said.
Now Ukraine has got two distinct concepts of the tax reform elaborated by different teams of experts. The first concept was developed by the Finance Ministry's team headed by Minister Natalie Jaresko. This concept is viewed as a more authoritative option as compared to the more liberal alternative, prepared by the Parliament's Tax and Customs Policy Committee with its chairperson Nina Yuzhanina.
